The majority of photographs in the Germantown Community Council collection depict Germantown Week/Vernon Fair activities sponsored by the organization. Other subjects represented include Germantown Community Council headquarters located in the Vernon building, a public health center, individuals touring the Eastern Pennsylvania Psychiatric Institute, and the Queen Lane Housing Project in Philadelphia, Pennylvania. The collection also contains portraits of area artists Beatrice Fenton and Frederick Gill.

The Germantown Community Council was conceived in the Fall of 1933 by a group of Germantown women concerned with the lack of coordination among the large number of organizations operating in Philadelphia's 22nd ward. The first formal meeting was held March 6, 1934, at which time 15 organizations joined the Council. By 1958, membership had grown to 120 organizations and 250 individuals. Beatrice Fenton was born in Philadelphia, PA on July 2, 1887. She studied in Philadelphia at the School of Industrial Art from 1903-1904, and at the Academy of Fine Arts from 1904-1911. Some of her principal works have been Seaward Fountain, Fairmount Park, Philadelphia, Fairy Fountain, Wister Woods and the bronze memorial tablet to Charles M. Schmitz.
